Election Details

Guidelines for Election of G.C. Members: 


(i) The Election shall be conducted under the supervision of Board of Scrutinizers comprising of Senior Vice President, one Vice President and Hony. Secretary, IBC.

(ii) Nominations for election to the various categories will be received by post. The interested members are required to submit the nominations as per Schedule. Those desirous of withdrawing their names, should do so, in next 7 days from the last date of submission of nominations. The list of the candidates found eligible to contest election in the various categories will be released about a week before the AGM.

(iii) On finalization of list of candidates for election in each category, ballot papers will be prepared, and the concerned candidates informed of acceptance of their nomination. They must ensure their presence in the AGM.

(iv) Only those members who have paid their up-to-date Annual Subscription shall be eligible to contest the election, as also to cast their votes in the election. Members who have not paid their up-to-date subscription will not be allowed to contest and cast their votes in the election. However, new members enrolled upto the date of issue of AGM notification will be allowed to cast their votes.

(v) Each such member, who is eligible to cast his vote, will be issued identity slip indicating his name, membership no. and the State, at the time of registration, against proof of identification. A member attending the AGM may obtain the identity slip from the counter at least 30 minutes before the schedule time of the AGM.

 

Details of members to be elected under Rule 9.1.3

Election of representatives as provided hereafter will be held in Annual General Meeting of the IBC.

a) Only those members of the IBC and authorized nominees of Institutional Members who are on rolls on the date of issue of notification of AGM and paid their dues upto that date, and are present in person during AGM will be eligible to contest.

b) Under categories 9.1.3.1 to 9.1.3.5 representative will mean authorized nominee of the Institutional Member.

c) The domicile of a member to a particular State will be considered as per the address available in IBC office at the time of issue of AGM notification when elections to Governing Council take place.

d) For election of members from the categories of Town Planners, Public Health Engineers, Electrical Engineers, Mechanical Engineers, Consulting Engineers, Architects, the members will have to declare their affiliation to one of the categories so that they are eligible to contest elections and cast their vote from that category only.

9.1.3.1   A total of two representatives from different State Housing Boards who are Institutional Members of IBC, a total of two representatives from Development Authorities, who are Institutional Members of IBC and one representative from public sector undertakings other than housing boards and development authorities who are Institutional Members of IBC and one representative from private sector organisations who are Institutional Member of IBC to be elected by their representatives who are present at the Annual General Meeting.

9.1.3.2 One representative of Educational/Research Institutions, Universities, I.I.Ts., Engineering Colleges which are duly recognized and are Institutional Members of IBC, to be elected by their representatives who are present at the Annual General Meeting.

9.1.3.3 Two representatives from Zila Parishads/District Panchayats/District Boards who are Institutional Members of IBC, to be elected by their representatives who are present at the Annual General Meeting.

9.1.3.4 One representative from Rural/Urban Development Departments and one from Improvement Trust/Cantonment Boards/Municipal Bodies who are Institutional Members of IBC, to be elected by their representatives who are present at the Annual General Meeting.

9.1.3.5 Five representatives from (other than Builders Association of India and Builders Federation of India) other Builders Associations which are registered under the Societies Registration Act 1860 and which are Institutional Members of IBC to be elected by their representatives who are present at the Annual General Meeting.

9.1.3.6 Two representatives from Architects from Ordinary Members of that category, to be elected by their representatives who are present at the Annual General Meeting.

9.1.3.7 Two representatives from Consulting Engineers from Ordinary Members of that category, to be elected by their representatives who are present at the Annual General Meeting.

9.1.3.8 One representative each from among the Ordinary Members representing disciplines of Public Health Engineering, Electrical Engineering and Mechanical Engineering, to be elected by their representatives who are present at the Annual General Meeting.

9.1.3.9 One representative of Town Planners from Ordinary Members of that category, to be elected by their representatives who are present at the Annual General Meeting.

9.1.3.10 Ordinary Members of IBC or representatives of Institutional Members to be elected from each State/UT of the Union of India, as under :

(a) One from a State/UT where members on roll from the State/UT are 26 to 100
(b) Two from a State/UT where members on roll from the State/UT are 101 to 500
(c) Three from a State/UT where members on roll from the State/UT are 501 & above.

Members from State/UT shall be elected only by the respective members from that State/UT who are present at the Annual General Meeting


Procedure for Election to Sr. Vice President and Vice Presidents of IBC

Guidelines for Election of Vice President and Vice Presidents
(Approved by Governing Council in its 80th meeting held at Raipur on 20th May 2016)

Suggestions for the post of Senior Vice President and Four Vice Presidents should be invited from life members of IBC. A notice asking for suggestions shall be issued 2 months in advance. The candidates whose names are suggested, must fulfill the following criteria for the post of Senior Vice President and Vice President respectively:-

Criteria for the Post of Senior Vice President

(a) He / she should be a person of eminence, well known in the profession and should have been actively associated with IBC in the past. He / she should have been a member of IBC for at least three years and should also be a Life Member of IBC at the time of election. This professional should have attended at least one Annual Convention or one Mid-Term Session of the IBC prior to the session where election takes place.

(b) This person should be one of the top-level officers of Government, Semi-Government or autonomous body such as CPWD, MES, Railways, HUDCO, DDA, CBRI, State PWDs, Development Authorities and Housing Boards, etc., preferably of the level of Additional Secretary to Government of India or Head of the organization or a building professional of eminence and standing from Private Sector.

(c) This person should also be a Governing Council Member at the time of election.

(d) This person should also not have held the office of President of IBC earlier.

(e) This person should be present in the Governing Council Meeting at the time of conducting of election and declaration of results.

Criteria for the Post of Vice Presidents

(a) He / she should be a person of eminence, well known in the profession and should be a Life Member of IBC at the time of election. This professional should have attended at least one Annual Convention or one Mid-Term Session of the IBC prior to the session where election takes place.

(b) He / she should be one of the Senior Level Officers of a Government/Semi-Government organization or autonomous body such as CPWD, MES, Railways, HUDCO, DDA, CBRI, PWDs, Housing Boards and Development Authorities, etc., preferably of the rank of Chief Engineer or equivalent or a building professional of eminence from Private Sector. One post of the Vice President shall be earmarked for a nominee of the State, which has hosted the last Mid-Term Session.

(c) He / she should also be Governing Council Member at the time of election.

(d) He / she should also be present in the Governing Council meeting at the time of conduction of election and declaration of results.

Exception: Any provision of these guidelines may be relaxed by the Executive Committee in exceptional cases.

These nominations will be reviewed by the existing Executive Committee who may also at its discretion consider any other candidate who meets the stipulated criteria, the Executive Committee will thoroughly examine the nominations and put up its recommendations to the new Governing Council, which shall deliberate and approve.
